The reluctance

Trust is the currency of democracy: there are laws that enjoy a great deal of trust; the Basic Law and its basic rights above all. There are constitutional institutions that enjoy a lot of trust; the Federal Constitutional Court in particular. And there are government institutions that enjoy little trust; the secret services above all, i.e. the Federal Intelligence Service and the Office for the Protection of the Constitution. It can’t be because of the constitution.
